Signs a retaining wall is taking on water
Every retaining wall holds back soil, and after a storm that soil is a sponge pressing water against the concrete or block. Without a working waterproofing and drainage assembly the wall face becomes the drainage path. That is what the streaks, blooms, and bubbling finishes on so many San Diego walls are: water choosing the only exit it has.
Waterproofing the visible face of a wet wall is upside down. The correct assembly works from the soil side: a membrane on the earth face where it can be reached, drainage composite to relieve pressure, gravel and perforated pipe at the footing, and weep paths that actually daylight somewhere. On existing walls where excavation is limited, we are straightforward about which parts of that assembly we can retrofit and what each option buys you.
Once the water path is handled, the visible face can finally hold a finish. We repair spalling and cracks, then apply coatings selected for walls that occasionally see moisture from behind, so the wall looks as sound as it now is.

Partially, and we are upfront about the difference. From the face side we can repair cracks, restore weep paths, and apply breathable coatings that tolerate background moisture. What face work cannot do is remove the water pressure in the soil, which is why we pair it with drainage improvements wherever possible.
Weep holes only work if the gravel and filter fabric behind them still let water reach them. Decades of silt migration clog that path, water builds up, and the wall face becomes the exit. Restoring the drainage path is usually the heart of the fix.
Efflorescence itself is a mineral deposit, not damage. What it tells you matters more: water is moving through the wall and evaporating at the face. Left alone, that same moisture path corrodes rebar and spalls concrete, so the smart time to act is when the wall is telling you about it.
